Hi Keith, I can't say much about features, but I found so far that Evernote on the PC is not that accessible. I just received an email about a new "Evernote for Business" service which has a lot of features of Evernote Premium and I wrote to Evernote to ask about accessibility. I received an answer that they currently have no plans to implement specific accessibility improvements.
OneNote from the little bit of checking I have done is fairly accessible on the iOS side and John Martin wrote a fantastic script for Jaws which makes OneNote very accessible on the Windows side. The script can be found at www.OneNoteblind.com and it costs $50. I did buy it and while I haven't started using OneNote as much yet as I might want to some day, the scripts definitely work and John has a nice Podcast about the scripts and also gives a godo overview on the last episode of the Freedom Scientific FS Cast with Jonathan.
