I honestly can't say that it is sluggish on my 4S apart from boot up time being about 10 seconds or so more and apps take just a half second or so longer to open, but typing, swiping and other navigating I find is just as good on my 4S as it was with iOS 6. I have been running iOS 7 Beta for about a month and Gold Master (same as the public release) since last week so it's not just a few hours of playing around with it, either. Rob from the Today in iOS Podcast claims that running iOS 7 Beta on his old iPhone 4 almost since the start was a good experience. Maybe if somebody experiences sluggishness a factory restore might help.
