I have done a bit of testing now and there does seem to be something to this. However, it also really does seem to help to go to Settings, General, Accessibility and to find the "Reduce Motion control and to turn that On.

Another occasion when this type of "jumping" occurs is in email. I open a message and do a two finger swipe down to read the message. VO will read a word or maybe two then jump to the delete button. If I swipe again I can usually read the message without skipping. It's not a deal-breaker but it is annoying.
