This doesn't answer your question, but have you tried downloading and installing the update with iTunes? I ended up doing it this way just because I had my iPhone plugged into my PC when I had the time to do the upgrade. I don't have much free space on my iPhone, but the upgrade went fairly smoothly. iTunes may not require as much space since the PC is doing some of the work, such as exploding the update.

I wouldn't think the apps themselves would take up that much space. They might drag along a lot of data though, such as downloaded books, cached files (like favorites in DropBox), recordings, cached audio streams and so on. Try deleting the apps that you don't need and look for ways to cut down on the data consumed by your heavy hitting apps.
