I've had much the same type issue in a facetime video call as well on iPad
mini.

Has any one run into the following: once an audio facetime call has been
established, VoiceOver goes silent. I can flick and explore what I want, but
I hear no VO sounds, and VO does not speak as long as the audio facetime
call is still going on. Does any of you know what is happening, and is it
possible to have VO speak normally, as it does in a facetime video call?
