Neil's answer that the inconsistent update numbers relate to iOS 7 makes sense. I'm still running iOS 6.1.4 and have been seeing constantly changing numbers in the Apps Store badge ever since iOS 7 was released. I'm not big on updating stuff anyway so I'm happy ignoring the inconsistently reported update numbers and trucking merrily along with iOS 6.1.4. It does seem odd that Apple can't get this right since they know which versions we have on our devices and they know what the current versions in the Apps Store are.
