I wonder if my suggestion below would help those who are still having the
problem.

Make sure that the setting to change the volume with the buttons is turned
on.
without VO speaking, press the volume down button repeatedly until you hear
no more sound.  You may not be able to hear VO at this point when you touch
the screen.
Do whatever you must to make VO speak again and while VO is speaking
repeatedly press the volume up button to the desired level.
You may at this point still need to increase the other sound volume using
the volume buttons.

This is also a problem for me.  Can't get the volume up to a reasonable 
level, but all other sounds and VO sounds are distortingly loud.  The voice 
volume will not raise.

Hi Recardo, the method you outline does work, but the volume ratio between
Voiceover and the other sounds on the phone is way off.
In other words, the overall volume of the phone is increased, but by the
time you get to where Voiceover is at a comfortable  volume for listening,
other sounds, such as sounds that voiceover makes, are jarringly loud.
Honest, when this happens, the volume of Voiceover cannot be increased above
35% in the rotor.
>From what I have read on various forums, this is a known bug with the 5 S, I
don't know if it is with all 5S's, with no resolution except to reset all
settings to restore the correct Voiceover functionality,, which is quite
unreasonable in my view.

doesn't doing a 2 finger flick up to start VO reading, then pressing the up
volume on the phone turn up the Speech volume?
