Hi Robert, You probably have quick nav turned on on your other devices and not for your iPhone. Try using the arrows with the Voiceover key pressed and see if that works. If so then quick nav it turned off, you can turn it on by simultaneously pressing the left and right arrow keys. This is a toggle, if quick nav is off, Voiceover will say "Quick Nav On", if it is on it will say "Quick Nav Off".
