I'm experiencing the same frustrating behavior. I'm not sure if it's refreshing 
or not, but when attempting to swipe through the states, to download individual 
maps, the sound of a page loading is heard, and it's near impossible to get to 
the desired state without pure luck. I've haven't experienced this in the past. 
I don't when it may have started because I haven't needed to download maps in a 
while.
