Well, I don't know what they meant by that either.
I have a book at about 90'% finished. I went into settings and turned the 
verbosity off. That only effects the message spoken when a button is pressed if 
VoiceOver is turned off.
I went back to my book, positioned my finger over the bookmark button, toggled 
voiceover off and tapped the screen.
I heard a beep.
I then turned voiceover back on and went back into settings and turned 
verbosity on again. 
Went back to the book, positioned my finger over the bookmark button, toggled 
voiceover off again, tapped and the Bard app spoke the bookmark prompt, which 
is what it should do when using it without VoiceOver.
So, this was clearly a book that was already played, but the settings still had 
an effect.
So, I would say that statement in the manual is meaningless.
