Hi Andrew,
You can still create folders in the way you did on earlier phones and with the 
last OS. You just have to keep your finger on the app you’re moving held there 
for a little bit once it’s on top of the other app you want in your folder.

To exit the edit mode, just hit your home button.

I’ve found that when moving apps, it works better if I move my finger slowly.  
Also, sometimes, for some unknown reason, you have to try moving the app more 
then once.
