Red Laser will work with wifi or cellular. It needs an internet connection, so the only advantage to an iPhone here is that you can do lookups in places you don't have wifi, like a store.
To get an app you already bought, just go to App Store, Updates, Purchased Apps. Here you will see, and can download all apps you have bought from any of your devices. Once installed, if the app developer supports it, data will sync between the two apps. Again, this is optional and some apps do not support the feature, meaning that the copy on your iPad will not sync settings or content with the copy on your iPhone or iPod.
