Hi Brent, Others have given you good information about what to do. I will tell you my 5S had some very strange kinks when I first got it.
I had to download and reinstall the HQ voices on three different occasions. The initial set up screen came back a couple of times. Thankfully, all this has cleared up, so I suggest giving it a bit of time and installing the updates, and, hopefully, your 5S will settled down and run happy. With voice over and SIRI it is robotic where the iPhone 5 quality sounds like a real person. The voice over and over all volume seems to be quieter also. Definitely not as crisp and as clear as the iPhone 5. Has anyone else experienced this or is this just normal for the new 5s?
