There are potentially two places to check. First, Settings -> General -> Accessibility -> Voice Over On and look for the Use compact voice setting. This should be toggled to off if you want to use the high quality voices.

Also, continue on into Languages and Dialects and double tap on your default dialect. At the bottom, you'll want to make sure Enhanced quality is set to on. This will download the enhanced quality voice if it needs to.
