Yes but there is a small bug with it. I've reported it tons of times to Facebook but they're not getting the message or something lol.
This was tested using voice over in IOS 7.4, with an IPhone 4 s. When you use, "record voice" in the attach media tab, everything works well until you record your message via pressing and holding on the record button. Voice over will freeze up on you after you let off the record button. You then have to go and hold the home button down to activate siri, which brings back voice over for a minute, then you hurry up and hit the wake sleep. Then unlock it and pressing home 2 times bring up the app switcher and completely close messenger. Then you have to reopen messenger to get it to stop sticking. It --doesn't record once you let off, but what happens I think is when Facebook messenger uses your Microphone, what will happen is it will mute your voice over so that it's not clicking or talking while you are trying to record a clip, but then it freezes and stays that way until you do the work around I figured out on my IPhone 4S. If anyone else has this issue I would recommend letting Facebook know about it as well, so it can be fixed in the next release.
