Hello Donald. To use Siri to reply to a text, you hold down the home button to activate Siri. Then simply say: "Reply to text from *insert name*" Then Siri will ask you what you wish the message to *insert name* to say.
When not using Siri, open the messages app, tap on the string of messages you wish to reply to, and at the bottom of the screen will be an edit field. Double tap this, and type or dictate your message as usual. Hope this answered your questions.
