I had this happen once to me with my 5s. The only way to get triple-click home to work again was to do a reboot by holding the home button and the sleep-wake button to shut down the phone. It happened completely out of the blue, but after the reboot the phone has been fine.

On my 4S, triple clicking the home button brings up the app switcher which can also be accomplished with two clicks of the home button.
