I can try to help, but I'm using a Mac. Hopefully I won't confuse the situation.
Go to where your device is listed in the sources area of iTunes. There is a set of radio buttons: summary, books, movies, etc. Hit the movies button and then there will be an area with settings for syncing them. The settings are these: a checkbox that says "sync movies", which you probably want to check. Then there are controls for syncing all movies or movies from playlists, and a grid showing the movies that can be synced.
