Unfortunately Siri can't do anything without an internet connection.

A thought:  if Siri on 7.* can turn VO on and off,  the triple-click-Home
isn't so important;  so can be disabled without being left stranded.

I have triple click of the home button set to start VoiceOver, and I
have no trouble bringing up the App Switcher on my iPhone 4S.
