Hi, this isn't true as I did this myself just yesterday with a client's iPhone which he purchased from someone else. In the mean time before he activates his own service I have it set up with his apple id and it works with iMessage. To help his battery not drain as fast while looking for a non-existent service, I turned off cell data, but that's another story.

I read on an Apple support site that activating iMessage on an iPhone
can take up to 24 hours if using an Apple Id. Why just for iPhone I
don't know; probably Apple expects you to use your phone number for
iMessage hence it being set up that way automatically when setting up an
iPhone.

Hello, yes you can use your phone without having it hooked up to a
phone number.  Just sign in with your Apple ID.
