Yes, the voice changed significantly in iOS7.1. My understanding is that bluetooth is automatically enabled to support bluetooth headsets, braille displays, switches, keyboards, and other input devices. It is similar to how triple tapping the home button during initial setup will enable VoiceOver; it is to help the disabled while setting up or updating their devices.
