I had removed the USA Today app a long time ago because it was flakey with 
VoiceOver.
: just downloaded it again and you are right. I get the exact behavior you 
describe.
That is not a setting on your phone.
There is clearly some kind of code in their app that is confusing VoiceOver.
It is like they are using an end of article code at the end of each paragraph.
I hear the "bong" sound like you hear when you get to the end of an article 
after each sentence or paragraph.
I think if you describe that to the developer and  asked them to look at how 
VoiceOver behaves, they can figure it out if they want to.
