Could you be a bit more specific as to what it is that is filling up your
phone?

 

iCloud is not really a place where you can park/dump content, it's more of a
place where information is kept in case you have to restore your phone. If,
for example, your phone is full of apps then the only way to free up space
is by deleting those you don't use or use a lot.

 

If your phone is full of music then you could subscribe to iTunes Match for
$25 a year (if you are in the United States) and this would help
significantly since all your music on the phone is matched with what iTunes
has and then this music is available to you to play/stream or download as
needed. If your library contains music that is not in iTunes, for example,
some local artist/group who may have released a CD which is not generally
available, then this will be uploaded to your iCloud account so it is
available to you as well.

 

If your phone is full of pictures, then once again the only way to make room
is to copy the pictures from your phone to your computer. As I said, if you
provide more information as to what kind of content you have on your phone
you probably receive better recommendations as to how you can deal with it.
If you are not too sure what is taking up all the space, go to Settings,
General and About. Here you can see exactly how much space is taken up by
apps, music, pictures etc.

    My phone is getting really full and when looking at storage, most of my
I Cloud storage is available.

So, what do I do to get phone to put stuff there and free up some space on
my phone?
