I would be happy to stand corrected, but I don't think you can move apps with a Bluetooth keyboard or a braille display. Maybe Jen can explain how she does this, but I think the only way is to do the double tap and hold on the touch screen and then dragging them where you want. With a bit of practice and patience this is not so hard to do.
