have you checked that you have their iMessage address in correctly. They will need to be using their iPod Touch with a valid Apple ID, and, that Apple ID will need to be configured on their device for iMessaging.
Then you will need to ensure that you have that Apple ID e-mail address in your contact card for that individual.
