I don't have these headphones, but it sounds like they're being pretty aggressive with their energy saving and shutting down whenever they don't detect a stream coming in. This would explain why VO is normal whenever you already have a stream playing, but cuts in and out when you don't. In my experience, this used to be pretty common place with bluetooth headphones, but seems to have gotten better over time. Maybe with better batteries and more efficient bluetooth protocols (such as 4.0) devices don't need to be as aggressive in energy saving and prolonging the battery.
