No, it's not safe to assume that. I recently read a "top 10 accessibility 
wishes for Android 4.5" article, and many features were rather concerning. For 
example, the author hoped to one day be able to navigate text by line properly, 
or use the default browser, Chrome, efficiently. Android can be customized to 
be more accessible, but you have to find the right apps, packages, launchers, 
and so on to fit your needs and taste. If at all possible, get ahold of an 
Android device you can return, and play with it for a while, relying on Google 
or the Eyes-free Google email list for help. If you don't like it, you can 
return it. Android has its good points, but set up a "try before you buy" if 
you possibly can.
