Talking goggles will do some light OCR. That's a free app and may help. You would use it by finding the sign and aiming the camera at the sign, and hold it there for a few seconds.
As far as an app that will let you know where you are. There is not one that I know of, but the looktel recognizer could do it, but I think it would be weird using it. You would go to the placeand add a picture of it in recognizer. Then when you approach it again, recognizer should recognize the picture. This is hit or miss and would depend on some things, like if there are other places that look like the dining room. You would also have to aim your camera while you walk, and that it the weird part for me. I think that the old time O&M skills would be the best until iBeacons help us with indoor navigation.
