If you are simply trying to move one of your 16 icons from the first 4 rows into the fifth row then this won’t work. You would have to move more icons onto your first home page from the second home page, only when all 4 spaces in the first 4 rows are full will icons go into row 5. In order to move an icon/app from your second home page to the first, do the usual to get the app to move, then drag it over to the very left edge of the screen. Once there Voiceover should say something along the lines that it will change pages, leave your finger on the screen for a moment and it should move across to page 1 and if you have 16 apps on that screen you now will have 17 with one of them being on the very left of row 5.
