Updates do appear at slightly different times in different countries, I am sure the Skype update will show up for everybody shortly.

Here I have to do some more exploring because in the old Skype you could tap on lists and select from All contacts, Skype Contacts, Online Contacts, Saved Phone Numbers and also bring up your iPhone Contacts.
