You sure can. Turn location services on, turn Siri on and turn all
others apps off. Just because an app is off doesn't mean the whole of
location services is off; it's just off for that particular app.

Hi friends,
I have location services set to off as I don't use it very often but it is nice
to ask SIRI things occasionally, is it possible to just turn on location
services for SIRI when it wants to use it and if so, how can I do this please?
