I've done this several times reliably, so I'm going to outline it here, since 
there's been some discussion of it in recent threads.

Turn on VO sounds. This will make it easier to detect audio feedback while 
moving. Find the app you want to move. Press VO-shift-M. Voiceover will say 
"moving" and the name of the app. Use the arrow keys to move the app. VO will 
announce your position and say "is editing". Go to the page indicator. It's 
easiest to use the up and down arrow keys instead of option-arrows to move from 
page to page. I haven't been able to get the second method to work while in 
edit mode.

Once you get to a folder, simply press the VO-shift-M command again. VO will 
say "opening folder" and the name of the folder. Now your app should be nside 
the folder you've specified.
