No, it can also work with touch typing. This app-switcher-close-apps method has been around for a long time now.

Yes, if you sswipe down (or up) the action rotor is set to close and as you said it stays there so youcan double tap on multiple apps without having to swipe down each time. However, there is one exception and that is if you accidently touch on the very left where it says "Home". If your rotor is set to close and you touch home it will reset to "Activate Item" which is the default. Now, as far as closing apps after you set the rotor to close. You can double tap on apps as you explained, but if you have lots of apps to close you can also touch in the middle of the screen as the screen displays 3 items, home on the left and 2 apps, one in the middle and one on the right side of the screen. All other open apps are there but off the screen. Once you touch and hear the name of an app, you can just leave your finger on it and split tap, this will close the app and the app next to it will slide over and I guess you can say it will slide under your finger. Then you just tap again with another finger and so on. You can pretty much tap with your second finger as fast as you like without moving your first finger and close 10 or 20 apps in no time at all.
