No, it can also work with touch typing. This app-switcher-close-apps method 
has been around for a long time now.

I really like this method of closing a bunch of apps.  It took me a little 
while to get the hang of it, but once I did, boy is it fast.  Thanks for the

A few comments regarding closing apps. Yes, if you sswipe down (or up) the 
action rotor is set to close and as you said it stays there so youcan double 
tap on multiple apps without having to swipe down each time. However, there 
is one exception and that is if you accidently touch on the very left where 
it says "Home". If your rotor is set to close and you touch home it will 
reset to "Activate Item" which is the default.

Now, as far as closing apps after you set the rotor to close. You can double 
tap on apps as you explained, but if you have lots of apps to close you can 
also touch in the middle of the screen as the screen displays 3 items, home 
on the left and 2 apps, one in the middle and one on the right side of the 
screen. All other open apps are there but off the screen.
Once you touch and hear the name of an app, you can just leave your finger 
on it and split tap, this will close the app and the app next to it will 
slide over and I guess you can say it will slide under your finger. Then you 
just tap again with another finger and so on. You can pretty much tap with 
your second finger as fast as you like without moving your first finger and 
close 10 or 20 apps in no time at all.

I'm using iOS 7.1.2 (worked this way in all versions of 7?); possibly in 
prior iOS versions as well, but I just stumbled on this in 7.

When I focus on a running app, I'm informed to do a 3-finger swipe up to 
close the app -- that works fine, but I've discovered a much more efficient 
method to close an app if there are a number of open apps you may wish to 
close at that time.

Here's how to close a number of running apps quite efficiently:
- press the HOME button twice to launch app switcher
- focus on any given app you wish to close
- execute a one-finger swipe down (should change action from default to
close)
- do a one-finger double tap to close this app
- to close additional apps, simply focus on said app and do the one-finger 
double tap

It seems that the one-finger swipe down changes the action for all apps from

default (open) to close so do not tap an app you want to continue having 
open.
