Hi Flora, I don't usually have Hints enabled, but I just enabled it and if you listen all the way through the message, it says the following:
Double tap and hold, then drag vertically to rearrange cities. Swipe up or down to select a custom action, then double tap to activate. The second part of the message refers to when the action rotor is present and where a 1-finger swipe up or down gives you one or more options from the action rotor. In the case of the weather app these are only "Activate" which is the default and which as you stated opens the city, the other option is Delete.
