I am normally able to do what I want with the AT&T app myself, although it sometimes takes a bit of looking around to find the particular function I'm seeking at the time.
As for shutting off data for a particular user, although I don't want to risk it myself seeing as I am currently the only user, it kind of looks like one would be able to accomplish this with the app. When the app first opens, I double tap on my plan, Mobile Share Value Plan 2Gb, in my case. I then double tap on the data link. I then see a link for turn usage on or off, seeing this right after it shows my data usage so far for the period.
