Hi Don, if you're purchasing a refurbished device through Apple, you won't have 
any problems with iCloud. They know what they're doing.
If you're purchasing a second-hand device from an end-user, there's a chance 
they may not have disabled the anti-theft provisions now part of iOS. Resetting 
the device isn't enough, since this is the first thing a thief will try. The 
owner of the Apple ID with whom the device has been associated needs to have 
disabled association with their iCloud account before passing it on.
