OK,
It seems that you have 2 options,
1 turn off iMessage before sending to that person,
or
2. enable the option to send a text if iMessage is not available.
When I try to text someone and they are not on wi-fi, the send iMessage
button turns to send using text button.

Apple magically knows when you are texting to another apple device, so it sends
as an iMessage.
It does not count against your monthly text allowed by your cell provider.
So, if it is not broke, why fix it?
