I had the same problem. You have to go into settings and general and keyboards and make sure the "allow access" checkbox is checked. I can't remember the exact wording, but I hadn't done that and couldn't turn voice feedback on. Once I did that, I was able to turn it on. However, like I said previously, it is not working for me at all.
