set your speed to 0 in the speech settings under voiceover. do this for all
your languages. you can now set your speed for all the voices at ones.

The bug that i have reported to Apple Accessibility about Voiceover changing
speed of speech when switching to a different language and not keeping the
speed i set is still present. I have hopes though that they will eventually
fix this and other bugs, although we may have to be patient. Yes i know
that's not what some people would like to hear, still that's what we have to
do, be patient and as someone else said report bugs in a constructive
manner.
