I did this and it worked, and they are alphabetical.  But,  this suggests 
you have a choice, so where is the option to change this?

You can go into settings, general, reset.  Double tap on home screen.  Then 
double tap after you read the warning message saying this will reset your 
home screen to their defaults.  Double tap ok and your done.  All your apps 
will then be put back the way they were according to your settings.  Mine is 
set to alphabetical.  HTH.

and is in the row above the dock, cannot delete it or move it; am I stuck?
