Yes,, this was like this in both iOS 8.1 Betas and for me also is still the case in the final release. It’s random and as somebody pointed out, even if you don’t hear the tones, if you dial them as in when you have to enter an accountnumber or credit card number they apparently are still being registered by the remote system. As somebody said, better than the tones sticking and not a big deal, but rebooting only helps temporarily if any.
