I am on an iPhone 5S and I am having Siri launching issues as well but they are 
different than yours. In short, when I go to launch Siri via the home button I 
get the Familiar Siri is listening sound followed by an abrupt bong, then 
nothing...Siri is not listening or working. The only fix I have been able to 
reproduce is to go back to my home screen. So far, it seems to happen if I try 
to initiate Siri within any app like Safari or messages. It seems as though 
Siri will only work if I am at my home screen. :(

I also was having problems with dictation. I'm not sure yet if the problem is 
fixed yet because I haven't played with it much yet. I could not get a 
two-finger double tap to initiate dictation. Then just yesterday, I tried a 
single finger double tap on the actual dictation button. Then a message popped 
up asking me if I wanted to enable dictation and I chose to do so. It seems to 
be working now. I've only used it once since then. Go into settings and make 
sure dictation is enabled because now, we have the option to enable Siri and 
dictation separately .
