Yes I can duplicate this. My IPhone 4s does the same thing.
It's so annoying.
I had a friend ask me the other day,  "Jerry why does your phone keep
reading the time every few minutes?"
I just really find the bug a little annoying especially if they're
notifications I really would like to know about when my phone's locked.
I'm going to write to the accessibility team at apple about this and let
them know of it. I'm sure they're aware but I'm going to add one more voice
to the choir.

HI all,

 

I am using an IPhone 5S with IOS 8.1 and am experiencing intermittent
problems with my notifications not always being read to me when my screen is
locked. Sometimes it reads them and other times it just gives me the time
and if I want to read the notification I have to flick to the right. 

 

I've got speak notifications always turned on and each of my notifications
is set to allow notifications on and show on locked screen on. 

 

Is this a bug or am I doing something wrong? Like I said, it's intermittent;
one of those things that's hard to diagnose.
