Hi Jessica,

It seems very few people can't clear their sections in notification centre. I 
can't remember who it was, but somebody who said the triple tap with one finger 
or a double tap followed by another double tap wasn't working for them until 
they did I think a hard reset of the iPhone. Once again, most of us can clear 
the notification centre just as easily as we can move apps around with 
Voiceover running.

With regard to the Notification Center bug, in order to clear my notifications 
today, I had to turn off voice over. I don't know what someone who isn't able 
to do this would do.  I would highly suggest that everyone report this to Apple 
Accessability.
