I haven't checked this out yet, but in settings, general, keyboard, there is a 
link that says "dictation privacy". You might check this out.. I'm thinking 
Apple would need to know if you tell it to address a message to a specific 
contact, so it can insert that contact in the message. I frankly haven't used 
dictation yet to compose a message, but I'd think it's linked to contacts 
settings in iCloud. The dictation service has to go online to process what you 
say and insert the text, as the device doesn't have enough resources to do this.
