Correct. The ones that are already in the bottom row are grayed out. So, find the one you want to move into the bottom row and it will say “(dragable.”
Double tap and hold on it, then drag it to the bottom. You will hear, “replacing radio in position one” or “replacing artist in position …” etc. Just don’t lift your finger until you have replaced the one you want to replace.
