Well, the 3GS was certainly the first with VoiceOver, and all versions of the device afaik. There's someone on the lists with an 8Gb iPhone 4; so it's not anissue of insufficient memory.
Don't update a 3GS past 5.whatever, not that they could now; but I did iOs 6 on a 3GS and it ground to a halt. A pity, it had been quite good up until then. Fond memories hah?
