You can reset your key anytime, but Apple doesn't keep it for you. In order to reset your key, you have to have access to a trusted text-receiving phone number and your iCloud passcond. You have to have any two of these to set a third, and apparently, if you're locked out of your account for any reason, you have to have your key.
