First of all, pressing the power button 5 times is not a recommended way to reboot your phone, it actually crashes your phone and while it causes it to reboot, it is to be avoided.
As for Voiceover not speaking, it sounds like the volume has simply dropped to 0. Have you tried with a wired headset? If you do that, do you hear Voiceover? If so, make sure your phone is unlocked, then unplug the headset and now to a 2-finger swipe up on the screen. This will cause Voiceover to start reading the home screen and you can now repeatedly press the volume up button and after a few presses Voiceover volume should come up. But, as I said, try with a wired headset first.
