You can. The problem is that Safari can't accept braille input in text fields, 
it thinks every character is an attempt to jump to an element. The feature is 
that you can type a braille h for headings, then flick up and down to move by 
heading. The bug is that this mode can't be disabled to let you actually type 
that h, or any other character, into a text field. Braille input works in apps 
or on the passcode screen, but Safari needs to be updated before braille will 
work there.
